York College Policy on Filming and Media on Campus

Film (including television and video) production on campus is allowed with permission of the Office of Marketing and Communications. To request permission to film on campus an application must be submitted in advance. To film classes, the permission of the faculty member is also required. The following guidelines are designed to ensure that College events and daily activities are conducted without disruption and that the right to privacy of College students, faculty and staff is respected.

For Students:

Students who wish to film on campus in connection with academic coursework (except for journalism coursework) or to create an archival record of the activities of a registered student organization must contact the Office of Marketing and Communications at 718-262-2495 and complete an application ( Student application).  Faculty approval will be required for coursework projects and advisor approval for student organization projects.  Additional rules are set forth in the application form.

Students who wish to film, record sound, or photograph at news events on campus as part of journalism coursework or as staff of Pandora’s Box or other College or student media are not required to complete an application.  Consistent with the College’s policy regarding registration of members of the working news media, journalism faculty and the faculty advisors of Pandora’s Box and other College or student media will provide the Office of Marketing and Communications with the names of student journalists.

Students who wish to film or photograph on campus for other purposes, including projects intended for commercial distribution, must follow the procedures for commercial filming requests.  This requirement does not apply to students using cameras, phones, tablet computers, and similar small, handheld devices to take pictures or shoot video for personal, non-commercial purposes However, while such non-commercial filming or photography does not violate this policy, it may be inconsistent with law, depending on the circumstances and how the images are used.

For News Media and Commercial Enterprises:

Members of the working news media must contact the Office of Marketing and Communications at 718-262-2495.

Commercial filming requests must be directed to the Campus Reservations Office at 718- 262-2392 (Location Agreement).

Privacy:

The  rights  of  college students, faculty and staff to permit or decline to  be  photographed,  filmed  or  interviewed  must  be respected at all times.  Individuals filming and photographing on campus shall obtain all necessary consent prior to filming or photographing members of the College community.  If a consent form is needed, contact the Office of Compliance and Legal Affairs at 718-262-2140.

Safety and Security:

The CUNY Policy Regarding Use of College Facilities prohibits the use of College facilities in a manner that obstructs or disrupts College operations, interferes with freedom of movement on campus, exposes persons or property to safety hazards or risk injury, or is unlawful. Consequently, the College may, in its sole determination, prohibit filming in a particular location or locations for these reasons.
